On the Ground: NGOs and Foundations in Russia Today

On October 28, 2015, the Program on U.S.-Russia Relations hosted its official inaugural event with a talk by Mark PomarFounding President and CEO of the U.S. Russia Foundation for Economic Advancement and the Rule of Law (USRF).

Dr. Pomar, a Columbia Ph.D. and Russia Institute alum, provided a participant-observer account of the rise and recent decline of philanthropic foundations in Russia. He discussed Putin’s shutting out of Western non-governmental organizations through both the Foreign Agent Law and the Undesirable Organizations Law, and also spoke about the political limitations that even domestic Russian philanthropic organizations have encountered.
