Join us for a meeting of the New York-Russia Public Policy Series, co-hosted by the Harriman Institute at Columbia University and the New York University Jordan Center for the Advanced Study of Russia.
Russia’s brutal invasion created tremendous pressure on the Ukrainian government and society. In this panel, experts discuss how this tragic year has shaped the Ukrainian political identity, national and regional politics, economy, and governance. We will also examine how Ukraine is responding to current economic challenges and building the foundations for future reconstruction, as well as what lessons it can take from past projects of post-war rebuilding.

Biographies
Tymofii Brik is the Rector of the Kyiv School of Economics and the Vice President for International Relations at KSE. He is also a national coordinator of the European Social Survey in Ukraine, a Visiting Fellow at the London School of Economics (2022-24), and a Visiting Professor of International Studies at the Department of Sociology and the Roberta Buffett Institute, Northwestern University (2022-23). He received his PhD from the University Carlos III of Madrid, MSc from Utrecht University, and an MSc from Kyiv Taras Shevchenko National University. In 2018 and 2019-2020, he was a visiting researcher at Stanford University and New York University, respectively. He is a co-chair of the “Social inequality” network at the European Social Science History Conference, and a member of PONARS and VoxUkraine.
Volodymyr Kulyk is Head Research Fellow at the Department of Political Culture and Ideology, Institute of Political and Ethnic Studies, National Academy of Science of Ukraine. He is also a Visiting Scholar at the Institute for Human Sciences, Vienna, and an Associate at the Ukrainian Research Institute, Harvard University. He is a member of the European Commission against Racism and Intolerance in respect of Ukraine (since 2013). He is the author of 4 books. His research topics include language politics, ethnopolitics, politics of memory, ethnonational identity, nationalism, political and media discourse in contemporary Ukraine, and language policy in multilingual countries. Dr. Kulyk has taught at Columbia, Stanford, and Yale Universities, the University of Kyiv-Mohyla Academy, the Ukrainian Catholic University, the Ukrainian Free University, and the University of Iceland. He has had research fellowships at Harvard and Stanford Universities, the University of Alberta, University College London, Woodrow Wilson International Center for Scholars (Washington, DC), the German Institute for International and Security Affairs (Berlin), and the Institute for Human Sciences (Vienna). He was awarded a Candidate of Sciences degree in Political Science in 1999 and a Doctor of Sciences degree in 2010.
Oleksandra Keudel is an Assistant Professor at the Department of Public Policy and Governance at the Kyiv School of Economics. From November 2022-February 2023, she was a Petrach Ukrainian Studies Fellow at the Institute for European, Russian and Eurasian Studies of the Elliott School for International Affairs (George Washington University). In her research, she focuses on local democracy, social movements and civic engagement, and business-political arrangements at the local level in Ukraine. Her book “How Patronal Networks Shape Opportunities for Local Citizen Participation in a Hybrid Regime: A Comparative Analysis of Five Cities in Ukraine” has recently been published with ibidem/Columbia University Press. Oleksandra is also a consultant on Open Government, anti-corruption policies and public integrity for international organizations (Congress of Local and Regional Authorities of the Council of Europe and the IIEP-UNESCO). She holds a PhD in Political Science from the Free University of Berlin (Germany), an MSc in International Administration and Global Governance from the University of Gothenburg (Sweden) and an MA in International Information from the Kyiv Institute of International Relations.
Sarah Kovner is a Senior Research Scholar at the Arnold A. Saltzman Institute of War and Peace Studies at Columbia University. She has been a Fellow in International Security Studies at Yale University and a tenured Associate Professor of History at the University of Florida. Kovner’s first book, Occupying Power: Sex Workers and Servicemen in Postwar Japan, was a Choice Outstanding Academic Title, and won the best book prize of the Southeast Conference Association for Asian Studies. Her new book is Prisoners of the Empire: Inside Japanese POW Camps, published by Harvard University Press in 2020. Kovner received her A.B. from Princeton University and her Ph.D. from Columbia University. She also studied at Kyoto University and the University of Tokyo. She is an active member of the Association of Asian Studies, the American Historical Association, and the Society for Historians of Foreign Relations.
