Kimberly Marten spoke at a House Intelligence Committee roundtable about emerging Russian gray zone attacks against the West. She discussed Russia’s hiring of ordinary people as contractors, some of whom are not aware they are working for Russia, to carry out various aggressive actions short of regular war in order to sow chaos and raise doubts about European government efficacy and democracy. These range from influence campaigns designed to turn groups against each other, to overtly violent acts like the recent explosive drone that was thwarted at the Leipzig airport.
