Timothy Frye was quoted in “How to Tell if Your President is a Dictator,” an article in “The Atlantic” debating what form of governance best characterizes the Trump administration. Frye noted that kleptocracy doesn’t quite describe the current circumstances. The author, Marc Novicoff, argues that kakistocracy — government by the least competent — might be the aptest word for them. “There’s always a trade-off that rulers have to make between getting somebody who’s loyal and somebody who’s competent because there’s just not an infinite number of people who have both of these qualities,” says Frye.
